Concatenated download version of Datatables not the same as CDN/non concatenated?

If I use the download version of DataTables (with Bootstrap 4 Styling and Buttons) and concatenate (to create datatable.min.css and datatable.min.js then the Dropdown buttons don't get styled correctly or work in BS4. If I don't concatenate them and include the separate files it works and if I use the CDN version it also works.
Is there any reason why the concatenated download version doesn't work correctly (is it including the files in the wrong order?)

Could you create a http://live.datatables.net example for each showing the issue so I can diagnose that please?
